Sega base board is the part that combines the Microsoft Xbox board with the Sega world. it contains USB controllers (for joypads and alike over JVS) and video converting for VGA output (wich isnt nativly supported on the Xbox)The board also contains calibration data in eeprom, some games can help set those correctly.
